DISCUSSION NOT CONCLUDED Rugby, March 31. It is authoritatively stated that the text published by the newspapers of the four power plan represents the first tentative draft as discussed at Rome, and it does not fully correspond with the text subsequently discussed at Paris. The project is still under discussion and examination in the respective capitals, and a Pact cannot at present be said to exist in any definite form.
