APPEAL FOR PROTECTION Peking, February 28. A tense situation is reported at Teinstin, where the Japanese residents are Greeting barricades .of barbed wire in the streets between the Japanese coneession and tbe Chinese city, causing the belief among the native population that trouble is pending. It is estimated that 30,000 Chinese are available for tbe defence of Teintsin. The Japanese Consul-General at Teintsin has requested the Chinese authorities to take prompt measures to ensure the safety of Japanese lives and property.
