Rec. Feb. 17. Rugby, Feb. 16. The markets closed with some irregularity, but British funds left off firmer. The unsettled foreign situation continued to kffect the mai'ket, Sino-Japanese stocks being flat with full losses of between one and four points. Japanese 5 a per cent. conversion loan was quoted at £66.
