EARLY DISCUSSION ITALY AND BELGIUM COMMENCE THEIR NEGOTIATIONS ROOSEVELT PREPARNG

Mr Roosevelt is at Warm Springs pre paring for State economic problems both domestic and foreign and it has become apparent here that the incoming administration will be confronted -with debt negotiations with virtually all the debtor governments. The first reaction of the HooverRoosevelt communique came from Italy through the Ambassador, Signor Rosso, who visited Mr. H. L. Stimson and enquired informally concerning the prospects of a debt revision after March 4, and for an interpretation of the communique. Observers express the opinion that Italy is viewing herself in the same category as Britain by virtue of having met the December instalments and undoubtedly will seek to have her case reviewed after the British negotiations have started. Meanwhile the Belgian Ambassador visited the Under-Secretary, Mr. Castle, and Sir R. Lindsay, and conferred with the Assistant Secretary of States, Mr. Buntly. Nothing is disclosed concerning the calls, but it is authoritatively learned that Mr. Stimson will confer, when advisable, with Professors Moley and Cogwell. Mr. Roosevelt has been advised, presumably, concerning the phase mentioned in the communique..
