Rec. DecJ 19. Berlin, Dec. 18. It is officially explained that the disappearance of the old law removes the last harrier against the ex-Kaiser's return, that the so-called "Kaiser Paragraph" lapsed last year, when the requisite two-thirds of the Reichstag did not support the clause; consequently Wilhelm is at liberty to return when he chooses. He, however, adheres to his oft-repeated declaration that he will not return until the nation calls him.
