A PROTRACTED DEBATE Rec. Dec. 14, 8.0 p.m. Paris, Dec. 14, The Chamber of Deputies still sat; at four in the morning when M. Heri riot rose to make his final appeal to deputies to accept the Government'si decision to pay America with reservations. One of the most telling features" during the debate was that a Conservative deputy stressed the point that when a creditor by his action prevented a debtor for fulfilling his engagements, he thereby lost his right to exact restitution of his engage-
ment. This illusion to Mr Hoover's action in declaring a moratorium which deprived France of her credit in Germany and thereby of the means to pay her own debts, was greeted hy an ovation.
