Nov. 17, 7.30 p.m. Berlin, Nov. 17 The Vossiehe Zeitung states that Herr von Pap«en is expeeted to report to President Hindenhurg later in the day on his failure to secure co-oper-ation of other party leaders, and he will tender his resignation. It is expeeted that the President will sumrnon the leaders, ineluding Herr Hitler, to discuss the situation. The Reichstag is supporting, or at least tolerating the present Cabinet.
