A MIXED RECEPTION I Rec. Nov. 15, 11.10 p.m. London, Nov. 15. i Details of the French proposals had a mixed reception. It is pointed out that they consist almost entirely of a plan for security rathef than disarmament. As Professor Gilbert Murray said: "One would like to know how rapidly Franee will disarm when she gets security." German experts at Geneva point out that disarmament is only in the background. There are so many coxxditions to the French disarmament pact, it is almost impossible of attainment. The Morning Post says, it is doubtful whether Great Britain is willing to join in the Mediterranean pact, which is scarcely practicable without her adherence. The Times says the complicated issue as to how military and civil aviation could effectively he controlled, is the point in the French scheme most likely to retard international agreement. It must frankly be admitted that most European countries are not ready for the destruction of heavy guns and tanks. Hence the proposal to create dumps, while methods proposed for the ascertainment of an act of aggression, will also fail to win acceptance.
