The official attitude on Sir John Simon's speech denotes .a great advance, but Germany will not attend the disarmament conference until other nations admit her equality. Germany will not renounce her claim to revision of the treaty, and will not pledge herself to an Eastern Locarno. The speech has made a. deep impression everywhere. The Bversen Courier describes it as sensational. The Deutsche Allemeine Zeitung vsays it is a definite advance. Other pap'ers comment on Britain's change of front.
