The Times Riga correspondent says that a mass of literature; issued in connection with the anniversary of the revolution, urges the Communists not to lose hope, ox chafe over delay, as a universal war is inevitable and not far distant. A statement declares that the Communist Internationale strongest sections are in Germany, Poland, China and Czecho-Slavakia, while Great Britain, which previously was one of the worst, recentiy has done creditably with strikes and disorders. There is also promise of early civil wlar in India.
