Rec. Oct. 30, 7.0 p.m. New York, October 29. A mpssage from Vera Cruz, Mexico, staies that Dr. Salvador Mendoza, one of the leaders of the new civil code, announced to-day that the State authorities had deeided to draw up a law to establish birth control in Vera Cruz, and that the law required all persons, wishing to have children to appear before a board; "Ah inqtiiry would be made as to the size of the family, the ability to provide in each case and the condition of " health of the parents. The measure could prohibit children from being born to extremely poor and defective people. , Dr. Mendoza explained that he is preparing the birth control law of the code with the idea of benefitting the proletariat and bettering the race. He said that the Government had planned a committee of obstetricians to discuss with Dr. Margaret S'anger, the birth control adyocate, how best to cope with the difficulty,
