Ree. Oct. 21, 5.5 p.m. London, Oetoher 20. Discussing tha Ottawa Conference Mr. Stanley Baldwin said, despite the hard be.rgaining a genuine spirit of co-operation grew up during the conference. It was now up to business men to see the advantage made for

them at Ottawa, while the Government j could proceed with negotiations with foreign countrles. Migration had been mentioned, but it was obvious nothing could be done until the Dominions were more prosperous. The Budget has been balanced, but the trade of the country was in an appalling condition. The revenue coming in might be olfset hy a progressive decreas-e in ineome tax and death duties. A second resolution imposing duties on wbeat, meat, rice, butter, eheese, fruit, copp'er, etc. was carried hy 452 votes to 85 votes. Thirty-one Samuelites, two Liheral Nationalists, and three Lloyd Georgeites voted against the Government, including Sir H. Samuel and Sir J. A. Sinclair, ex-Minist-ers, Mr. Lloyd George, Miss Megan Lloyd George and Mr. Llewellyn Jones. The third resolution increasing the duty on foreign wine 4/- a gallon, was carried without division.
