COMMITTEE MEETING LOCAL G 0 VERNMENT LOANS BOARD SANCRIONS ' £3100. PROPOSAL DIVIDED The drainage committee, at Wednesday's meeting of the Rotorua Borough Cpuncil advised that they had received from the Local Government Loans Board notification of sanction for £2000 and £1100; the former covering the work proposed to be carried out in th'e outer area, whil'e the latter amount is for the portion of the scheme in the Native village itself. The Loans Board has divided the proposal into two separate loans; the poll for the loan of £2000 to be -t-aken of the ratepayers in the special area, and the poll for the proposed loan of £1100 to be taken of the ratepayers of the whole borough. In order to save the expense which will b'e ineurred through a poll of the ratepayers of the borough having to be taken, and in view of the fact that the interest and sinking fund will be approximately £81 per annum, the committe has written to the -local Government Loans Board asking whe.th'er the interest and sinking fund for the £1100 may not be met out of the general account. The section referred to provides as under: — "Where a sp'ecial loan ;s secured by a special rate made over portion of the district, -the local authority may, with the consent of the Audit Office, foy a special order decide to pay the interest or the interest and sinking fund on the loan out of the general fund, provided that the amount of th'e interest or interest and ; sinking fund on any such loan so paid shoull not exceed £100 in any one year. To the extent • to which the payments authorised by this section are paid. as therein mentioned, it shall not b'e necessary to collect a special rate." The committee was of opinion that the action proposed is fully warranted in view of the fact that there will be no extra expense to ratepayers, as th'e nightsoil removal service from the communal conveniences in the native village of Whakarewarewa at present cost the council between £70 and £80 p'er annum, and as the lands within the native village are exempt■ed from the payment of special interest rates, it would not he possible to charge the individual properties in order to meet the charges on the loan. The committeee recommended that wh'atever the decision of the Loans Board might be, tfie necessary arrangements be made to take a poll of the ratepayers with reference to this loan. The report and recommendation were adopted.
