London, October 5. Th^London Times' city editor says:B"The New Zealand Budget should enhance the country's credit, for it reflects the highest credit on tke leaders. The policy of reducing borrowing is thoroughfy sound, but there is' little scope for saving hy conversion, because the average interest rate is below the rate at which fresh borrowing* is possible."
