Rec. Oct. 6, 9.5 p.m. London, October 6. Financial and other papers give prominence to the New Zealand financial statement. The Financial Times says that Mr. Forbes' budget is based npon a distinctly optimisti'c view of the prospdets of !the Dominion but there is reasonable ground for such optimism.
