The conclusions are regarded as clear, logical and practical, although the procedure is considered cumbersome. The Times, in a leader, says the Lytton Commission conclusions, might well be suited to Manchurian conditions as the Commission found them at the time. Unfoi'tunately, it is agreed at present that the Japanese Government will not accept this. Nevertheless, Japan will be involved in an irnmense undertaking, and her Treasury eannot withstand the .qontinuous necessary drain to supplies.
