japanese contract WISHES TO BE INDEPENDENT OF AMERICAN SUPPLIES A SIGNIFICANT MOVE

Rec. Sept. 19, 7.10 p.m. Berlin, Sept. 19. Japan will make the Japanese navy independent of United States supplies of oil, by means of a big petroleum contract with a Soviet syndicate. Growing tension as the result of the Shanghai and Manchuria problems has increased Japan's desire to substitute Soviet oil for American. Russia was highly suspicious of Japan's intentions in Manchuria, but the receipt of a big purchase of Russian oil supplies has eased the RussoJapanese situation. A deputation of Japanese business men are visiting Moscow to complete the contract.
