London, Sept. 6. The Times' Vienna correspondent states that the Dutch steamer Gallilese on reaching Constanza reported that when outside the port a mysterious'vessel overtook her. Masked pirates, speaking Russian, boarded the steamer, took possession of her, gagged and bound the crew, transhipped the whole cargo to their own vessel and then departed. The crew, struggling from their bonds, opened fire on the disappearing pirates, but without effeet.
