BRITISH UNION'S HINT TO PLAYERS AND REFEREES

Rec. Sep. 5, 5.5 p.m. London, Sept. 4. The International Rughy Board has issued a 1000 word circular Jo players and referees in order to retain the spirit and traditions of Rugby and owing to the non-observance of principles. The circular condemns the over specialisation of the_ scrummage, which is leading to serious deteiioration of the forwards' play. The fixed formation, it says, has caused many abuses. British forward plgy has deteriorated since the introduction of fixed formations, which ca^se exasperating delays, and create much scheming in the scrummages. j . The circular criticises referees fpr failing to penalise scrummage irregularities, and states that players must he ordered off for persistent offences.
