special cabinet session to arrange for conversion

Rec. Sept. 1, 7.0 p.m. Paris, August 31. Cabinet proposes to convene Parliament specially on September 16, to deal with conversion of rentes. It is understood that the amount affected will be £910,000,000. Some State issues are still carrying six and seven per cent. It is believed that the conversion will reduce these to 4| per ce.nt.
