EARLIER SUMMONING OF PARLIAMENT MAY EVENTUATE LAPSING OF DUTIES ACT
Rec. Aug. 30, 5.0 p.m. Rugby, August 29. The legislation which the acceptance of the Ottawa agreements may render necessary was considered at a long meeting of the Cabinet on Sunday, when the question was raised as to whether Parliament should be summoned to meet before Thursday, October 27, which is the time provis'ionally fixed for the re-assembly. The Ottawa agreements provide for the continuance of preferences to the Dominions by Treasury orders issued under the Import Duties Act. This procedure, however, can apply only to existing duties and legislation would be required in regard to the preferences under the new duties and higher rates of duty on' ceitain imports. Tuesday, November 15, is the date on which the Import Duties Act lapses, and it is generally considered that the time available between October 27 and November 15 would be insufficient for carrying through the legislation to come into effect when that-privilege lapses. The final decision as to the date of the re-assembly of Parliament, however, was left to the discretion of the Prime Minister.
