Rec. Aug. 21, 5.5 p.m. Ottawa, August 20. Mr. Osborne, discussing the butter duty, considered it satisfactory, but not quite up to expectations. Applicaiiora was made for a duty ...cf 2d per lb, but now the duty had been fixed at 15/- per cwt. It will bc- mere than favourable to Australia and New Zealaind if the price falls. It is the oninion in New Zealand circles that the butter settlement is far from satisfactory, and must be regarded as a temporary arrangement.
