Rec. Aug. 19, 7.0 p.m. London, August 18. The Daily Telegraph says that admittedly the halance of trade with Russia is unsatisfactory. The fact remains that important industriai interests here are largely depend'ent on export trade to Russia, which an embargo will wholly destroy. Great Britain has no wish to sever uermanently all trade connections with Russia, which may in time, come to stand on a different footing. The newspaper adds that dumping is a different matter. A strong stand against that practice should be taken, and should receive cordial and general approval.
