The spokesman announced at 10.30 p.m. that everything had heen straightened out and all obj stacles, including the Russian question had heen overcome, except'eertain details between Great Britain and Canada. Agreement between Britain and the Dominions, other than Canada, will be signed to-mori^w""^" morning. Britain and Canada will reach a settlement to-morrow afternoon. The final plenary session is set down for 10 o'clock on.Saturday morning.
