CAMPAIGN OF TERRORISM CONTINUES UNGHECKED IN GERMANY

Rec. Aug. 8, 8.0 p.m. BERLIN, Monday. The Daily Telegraph Berlin correspondent says that undeterred by Herr Hitler's measures, or Herr von Papen's threats, Nazis and Communists continue the work of death. Bombs were thrown at Brunswick, damaging 25 houses, almost all of which belonged to either Communists or Socialists. There have been three other bomb outrages in cities, without any attempt to put into execution the Government's decree against terrorism, which includes the death penalty. Newspapers declare that the delay is due to differences of opinion in the Government, some members of which hold that Hitlerites should be answerable for their crimes like everyone else. Herr Hitler's newspapers urge the Government to outlaw all Communists and allow the Nazis to arm in self defence. The Times Berlin correspondent says that the week-end outrages culminated in the assassination of the Ruchspanner leader, Herr Kotzan Loepzen, of East Prussia.
