LONDON, Friday. The Times' Berlin correspondent states in response to urgent appeals from all quarters, the Cabinet met to consider measui,es to stem the wave of terrorism. It is understood the Government eontemplates more vigorous penalties, quicker trials, and possibly special summary courts. Further outrages are reported to have oecurred in Munich, where Jewish shops have heen homhed.
