DOWN TO BUSINESS

Reports from Ottawa have tended to grow shorter these last few days. Probably this can be interpreted as a good sign. It may be supposed that the phase of broad generalities has been passed and the delegates are getting down to business. Intricate trade negotiations cannot be conducted in the public glare of plenary sessions. Agreements must be hammered" out in detall across a table in a quiet room. It appears, therefore, that the real testing time for the Imperial Economic Conference has arrived. Mr. Stanley Bruce is reported to be first in for the Dominions in a business meeting with the British delegation. Possibly little will be heard of the result in the meanwhile. Britain must first hear what the other Dominions have to ask and to offer. Then it should become clear whether one single trade agreement can be made covering the whole Empire or whether the conference will have to content itself with the more limited objective of separate agreements between Britain and the Dominions, and among the Dominions themselves.
