Mr. Franklin Roosevelt, Governor of New York, the Demoerat's prej sidential nominee, in an important ■ broadcast speech gave apparently de- { finito indications of v/hat his policy would be if elected. He re-iterated his opposition to the cancellation of war debts, and advanced a tariff revision thesis, as a means of settling the vexed question. "The problem of dehts is complex," ho said, "and solution has been brought measurably neare-r at Lausanne. Great Britain, France and Germany have agreed among themselves concerning reparations. The danger now is that they may turn a better front against us. It will be, not so much the debts owed, as our barrier against their trade which will make
tho problem so diffieult. Debts will not be the problem. We will not have to cancel them if we provide ways whereby payment may be made possible through proftt arising from rehabiiitation of trade. "The Republican platform has said nothing about this, but their position has been an assured one of demanding payment, and at the same time, by a high tariff, Uiaking it impossible. Our policy is for payment, but at the same time for lower tariffs and the rcsumption of trade, which will open the way to payments."
