July 31, 5.5 p.m. NEW YORK, Saturday An invitation to the United States to attend a proposed monetary and economic conference received by the Stato Department from the British Embassy, provides that reparations, dehts and t'ariffs, shall not be discussed. The invitation says that among the monetary matters to be discussed, is the question of silver. No time or place for the conference has been given. The State Department has already indicated that it would accept such an invitation.
