SYDNEY, Wednesday. A scheme for the reform of the Legislative Couneil has been agreed to by the Cabinet. If the Bill passes both the presant Houses and is aecepted at a referendum, the present Upper House will go completely. The scheme includes the following prineiples: An elective Upper House with' the membership not to exceed 45. The method of election is to he on the adult franehise. In the new House the members will retira in batches, probably one-thii'd at a time. The tenure of office will be six years.
