BUSINESS MAN STATES LOWEST POINT PASSED. WELLINGTON, Monday. 'There are, I thinlc, distinct indications that the lowest point of the slump has been passed, and we must all hope now for a gradual return to normal conditions," said Mr. G. Shirtcliffe, addressing shareholdexs at the annual meeting of the Wellington Investment Trustee Agency Co., Ltd., to-day. "If," continued Mr. Shirtcliffe, "the Governments and the people had learned from their present experiences that it was in times of prosperity that provision should he made for a rainy day, by the exercise of prudence in borrowing and wise economy in spending, the general sacrifices and hardships at present being endured wonld' not have been in vain."
