.O.TTAWA, Friday.; R. 0 Moffat (Rhodesia), re•ceived an ovation when he pointed out -that Southern Rhodesia was the youngest self-governing community in the British Commonwealth. He said Empire preference was the policy of Sir Cecil Rhodes, who founded Rhodesia in 1898 and it was still being •heartily supported.
