OTTAWA, Friday. Sir A. T. Chatterjee (India) said this is the first occasion the leadership of an Indian delegation has not been filled by the Indian Secretary. Thus it is another stage in India's' advance towards complete self-gov-ernment. India regarded the monetary problem as vital and of urgent importance.
