PREPARED PLAN
WITH PRESIDENT'S APPROVAL. BERLIN, Thursday. There is every evidence that yesterday's action which was carefully prepared, must have received President Hindenburg's approval during the visit of Herr von Papen on July 17. It is stated that all arrested officials will be ,released as soo'n as they cease their claim to be in office. The opinion is expressed that now the personal influence between the Government of Prussia and the Reich is established, the parties in, power are likely to fiiid a dozen reasons for prolonging it. Herr von Papen is ready to outlaw the Communist party should its activity result in further bloodshed. Berlin remains cairn. Barbed wire has been placed around buildings thought likely to be attacked by Communists.
