VICTORIA, Friday. The Australian and New Zealand delegations have arrived at Victoria after an uneventful voyage, during which a vast volume of pireliminary work was accomplished. Everyone is optimistic that signal results will be achieved at the momentous conference, to be opened on Thursday next, 21st inst. An imposing assemblage of representatives of Dominion, provincial and eivic authorities boarded the Aorangi and welcom'sd the delegations and assured them of Canada's confidence that the outcome of the parley would be mutually beneficial. The- Provincial Government entertained the delegations at luncheon at the palatial Empress Hotel. Mr. S. M. Bruce (Australia), in responding, struek a hopeful note that the conference would bring better times. "The British nations now have an opportunity to give a lead to the world," he said. "Surely, if as the result of our common kinship, interests, ties, aspirations, outlook and ideals, we cannot agree to help each other the prospects for the rest of the world would seem rather hopeless. That is why Ottawa seems to me to he the beginning of a new phase of the world situation." Born of Adversity Mr. J. G. Coates (New Zealand) said: "All His Majesty's subjects are looking rorward to Ottawa with high expectations. Even if all those hopes are not realised the ground work can be laid for a great scheme of Imperial co-operation. "Our Australian colleagues, like ourselves, are approaching the conference with a desire for mutual helpfulness. Sinos the 1930 conference the burden of depression has settled heavily upon us. This conference is horn of adversity; its problems are immediately connected with the welfara and employment of our citizens." The delegations will leave Vancouver to-morrow hy special train, stopping at BanfF, Lake Louise, en route, arriving at Ottawa on Tuesday.
