Rec. July 3, 5.5 p.m. LAUSANNE, Saturday. France and Great Britain have agreed regarding a plan to be submitted to Germany. This, it is believed, prolongs the moratorium three years, and thereafter until Germany's ability to meet the annuities is decided. Germany's contribution is £200,000,000. _
