Rec. June 23, 11 p.m. LONDON, Thursday. The Press generally is cautious over Mr. Herbert Hoover's plan, and contents itself mainly hy saying it is entitled to serious consideration. A Paris message says that Mr Hoover's action is discounted there, as largely an electoral manoeuvre, and that it is more important to America than to Germany. The journal, Des Debats, says that M. Herriot and M. Boncur will know how to deal with this ultimatum. France cannot consent to any reduction in effectives.
