Remarkable demonstrations followed Signor Grandi's declaration from Signor Mussolini, dictated over the telephone, that Italy had accepted the Ameriean proposal in its entirety, the acceptance heing complete and unconditional. The meeting hroke out in a storm of eheers. Though M. Boncur promised that France would sympatheticaUy eonsider th© proposal, his hostility is un~ mistakahle. He questioned security and asked if the Kellogg signatories were thus denuded of their strength, what possihility would there be of ex~ ecuting sonction. M. Nodolomy on behalf of Germany entirely approved of Mr. Hoover's scheme, the only objection to the proposal was that it was too moderate. Mr. Matsudira, Japan, reserved judgment.
