MALTA, Wednesday. Following the defeat of Lord Strickland's Constitutionalist Government, Sir Ugo Mifsud, leader of the Vietorian Nationalist Opposition, has foa-med a Gabinet. A proclaanation re-establishes the privilege of selfGovernment, which was lost when the Constitution was suspended ifi May, 1931, following clerical intefference in the general election canq'paign, which was postponed until May of this year.
