BERLIN, Wednesday. A wave of uneasiiiess is passing over Germany. The situation is summed up by the Worwaerts in the headline "Oii the Verge of Civil War;" The fact that the Gove'rnments of Baden And Bavaria are defying -the presidential decree and peymitting the Nazis to wear uniforms has brought the crisis to a'head. Rioting in at least a dozen centres has resulted in hundreds of wounded. The Republicans accuse the Nazis of conducting a reign of terror while the Nazis declare that the Communists are provoking the disturbances. The widespred fighting- has plaeed the Government in a most difficult position as it is anxious to avoid the aggravation of territorial antagonism. Accordingly it has called a conference of the 17 States tomorrow which may result in a proclamation of a State of emergency throughout Germany. This would place the country under modified niartial law, but is particularly aimed at the South German States. The Hitlerites are bringing heavy pressure to bear on the Government to enforce the Federal authorities to intervene in the so-called rebellious States.
