LAUSANNE, Tuesday. Holland, Be-lgium and Luxemburg have -initialled a provisional agreement providing for the reciprocal pr.ogressive lowering of customs barriers. Oth ers may join on a reciprocal basis. The parties agree not to create new taxes, and will reduce the present rates annually until a eertain unspecified point has been reached.
