REPUCING COSTS PROPOSAL TO COMBINE LOCAL BODIES AND PREVENT OVERL APPIN G PRELIiYINARY ORGANISATION

CHRISTCHURCH, Friday. A scheme supported hy the Hon. Adam Hamilton, Minister of Labour, for co-o"rdinating local bodies in an endeavour to eliminate wasteful overlapping and unnecessary overhead expenses, is to he put up shortly in some districts, which have signified their willingness to suhmit to the experiment. Mr. Hamilton said to-day, that it was intended to dispense with the idea of setting up a Royal Commission to investigate local body administrati'on, and "to get right on with the job." There had been no actual scheme f ormulated yet, said the Minister, but the question was being discussed with local bodies throughout the Dominion. Some districts had been proved suitable in which to give the idea a trial, on which could be hased a definite policy for re-organisation. Advisory Council The first object, continued the Minister, was to set up some sort of advisory council for a certain area to supervise local bodies and advise the Government of their requirements, including new works and necessary revenue. If an advisory council were set up in each province, tlie Government would, no doubt, eonsider delegating greater powers to the province. The advisory council would be self-supporting and would probably include .representatives elected hy the local body. Tfie Town Planning Board had arranged New Zealand into regions and it was likely that some of these regions would he subjected. to the experiment, and later if the experimept succeeded, the idea would be developed throughout the counti-y.
