MELBOURNE, Wednesday. The first session of Victoria's 31st. 'arliament was opened by the Lieut.lovernor, Sir William Irvine. The nembers of the Assembly were sworn n and Sir Alexander Peacock was slected Speaker. The Lieutenant-Governor's speech tated that the Government views with leep concern the present financial losition. The state of drift must be irrested. All adjustable Government ixpenditure would be reviewed in a letermined effort to balance the ludget.
