"NO MORE TRIBUTE" SLOGAN

Rec. June 13, 11.50 p.m. BERLIN, Monday. A German delegation under Dr. Neurath will start fot Lausanne "o'n June 14 with the knowledge that rarely have the German people been so united as on reparation problems. "No more tribute" is the slogan of all political parties, and any Government dariiig to pledge itself to pay tribute, as reparations have always been called in Germany, is threatened to he swept out of existence by popular anger. Herr von Papen realises this well and intends to make it absolutely clear that Germany cannot pay reparations any longer. Dr. Neurath carefully avoided using the words "will not," which is what the declaration actually means.
