LONDON, Saturday. The commission on educational and cultural films advises the estahlishment of a National Film Institute, in which to create an advisory committee, including representatives of the learned societies, atid educational assoeiations of the Dominions and India, with the object of itifiuencing public opinion in appreciation of good films, Referring to the effeet on child education, the report expresses the opinion that films are a stimulant, not a sedative, There is much muddled thinking over the effeet of films on the children to-day, who are equally entitled to their crooks as yesterday's children were to their handits. Slapstick comedy, miscalled vulgar, is healthy, and deiights children.
