Rec. June 6, 8.45 p.m. SANTIAGO, Monday. The formation of the Government vvith marked Socialistie tendencies in a modified Soviet form was outlined in a manifesto to-day, which gives the Government monopolistic powers over the majority of industries including, oil, matches, sugar, iodine and tobaeco. The programme also revises the banking system and hints at confiscatory taxes to permit them to give employment on a relief campaign. The confiscation of unproduetive lines for the use of the unemployed, and the dissolution of the great nitrate corporation known as "Cosach"in which there is a vast amount of foreign capital involved, including American and British, is also proposed. The complete details of the programme have not been divulged. However, officials assert that foreign interest, debt obligations, etc., will be honoured.
