SYDNEY, Thursday. Speaking at Wollongong, Mr. B. S. Stevens, the State Pre'mier, said: "The Privy Council decision prepares the way for the applicatioft of a policy of reform of the Upper House. We are deterttufted that the House shall be reduced in size, and that its strength will be that of a deliberative Chamber. For some time it has beeli distinctly partisan. We are d6termined that that shall cease."
