ONLY BRAKE ON ACTIONS OF UNSCRUPULOUS GOVERNMENTS APPEAL JUDGMENT APPROVED

— By Telegraph — Copyright).

Rec. June 1, 7.50 p.m. LONDON, Wednesday. The Times in a leader says the Privy Council judgment in the New South Wales Upper House appeal case has removed the danger that an UpI per House might b'e abolished against the people's will. The people of New South Wales felt that their whole political future was at stake. "If Mr. J. T. Lang could abolish theNLegislative Council without consulting the electors, there would be no check upon his abuse of the powers given by a subsurvient Assembly, and nothing could prevent him from prolonging its life indefinitely. "Weak as the Assembly is, the Council has constituted the only brake >on Mr. Lang's wild schemes. The judgment secures the Council against assassination in future by unscrupulous Governments."
