A Berlin message announces that the President, Marshal von Hindenburg has invited Herr von Papen, a former member of the Reichstag and a member of the Right Wing of the Centre Party, to form a Concentration Cabinet. ...... The Daily Telegraph's Berlin correspondent says that President Hindenburg's choice of Herr von Papen, the notorious plottOr in America during the Great War, has surprised even Germany. The Tageblatt declares that Herr • von Papen has neither the personabity nor the recojrd to -justify his choice for such a responsible post. The Vonnische Zeitung describes tbe selection as impossible. In spite of these and similar expressions, Herr von Papen yesterday was busy forming a Cabinet, which he expects to complete to-day. Clearly he could only succeed in holding office with Nazi and Nationalist support. This is believed to have been ensured as a result of an understanding between President Hindenburg and Herr Hitler, who " demanded in return tolerance from an interim Government and an early general election. War-Time Activities The Daily Telegraph recalls that Herr von Papen was the German military attache at Washin^ton- in 1914. From the beginning of the war he continuously violated the neutrality and hospitality of the United States. He was connected with bomb plots and passport frauds and endeavoured to dislocate the work of munition factories. Since the war he has devoted himself to politics and the newspaper, Germania, of which he is the largest shareholder. ' He is only 53 years of age and is wealthy. He is the bitter foe of Communists, but otherwise is quiet, reserved and courteous.
