Ree. May 23, 5.5 p.m. WASHINGTON, Sunday. In answer to a lengthy letter from [r. Charles Parker, president of the ociety of Civic Engineers, urging pon him the issue of finance for pubi works construction, the President, tr. Herbert Hoover, vigorously relerated his opposition to such meaires to relieve depression. Political circles regard the letter ; a direct answer to the recent Con:essional challenge. At the same me, the President urged the adopjn of 12 points to relieve the cret programme, to solve unemployent, and to secure the early balicing of the Budget with the exinsion of credit by exi'sting machiny. The Presdent declared that the back the depression could not be broken ■ any single Government undertakg it. dt could only be done with the -operation of banks, industry and riculture in conjunction with the ivernment. Mr. Hoover stressed the difference tween non-productive work, such as blic construction of buildings, etc., d economic productive work, finceci by financial corporations. He s of the opinion that the expendii'e of great sums of money on peris would place too heavy a burden the taxpayers in proportion to the nber of men employed, which it is iraated wouhl be relatively low.
